This appears to be a photo taken when he was a Captain, and photoshopped to look somewhat like he is wearing Major's epaulettes. Actual Major epaulettes have a single large star between two red lines. The manipulation is particularly evident on his right shoulder (left of the image). One can clearly see where two small stars below the existing one were removed, and another small star above the existing one. His rank is confirmed, so this was mostly likely done by the news outlet to attempt to reflect that.
