Anatoly served as the deputy head of the Licensing and Permitting Center of Rosgvardia in the Saratov region, holding the rank of police lieutenant colonel. In October 2023, he was convicted of accepting bribes related to his official duties and sentenced to 10 years in prison, a fine of 3 million rubles, and stripped of his rank. In December 2023, a regional court reduced the prison term by six months. The amount of the fine remained the same.

In mid-August 2024, the First Cassation Court excluded the imposition of the additional penalty in the form of stripping the special rank of police lieutenant colonel (officially restoring his rank). Additionally, they reinstated his right to work in law enforcement agencies. In all other respects, the court rulings remained unchanged.

While serving his sentence, Valgutskov signed a contract with the Russian Ministry of Defense and was killed within months.
