At the board of the Ministry of Internal Affairs in February 2000, in accordance with the Decree of the President of Russia, it was decided to create the 46th separate operational brigade of the military. On the basis of the order of the Minister of Internal Affairs of the Russian Federation No. 22, the directive of the Commander-in-Chief of the Internal Troops of the Ministry of Internal Affairs of Russia, as part of the North Caucasus District of Internal Troops on the territory of the Chechen Republic, on a permanent basis, they began to form a separate operational brigade stationed in Grozny.
